Why Electrical Competence Is Non-Negotiable
Of all the trades working in a building, electrical contracting carries the most immediate safety consequences when done badly. Faulty electrical installations cause fires, electrocution and equipment damage, and the defects are usually invisible until something goes wrong. That is why the sector is more tightly regulated than most, and why verifying competence is not an optional extra.
In England, certain electrical work in dwellings is notifiable under Part P of the building regulations. This includes new circuits, consumer unit replacement, and any work in special locations such as bathrooms. Notifiable work must either be notified to building control in advance or carried out by an electrician registered with a competent person scheme who can self-certify. Registered electricians are members of schemes such as NICEIC, NAPIT, ELECSA or STROMA, and their registration is verifiable online.
Beyond registration, electricians should be working to the current edition of the IET Wiring Regulations, BS 7671. The standard is amended periodically, introducing requirements such as arc fault detection devices, surge protection and specific provisions for electric vehicle charging installations. An electrician who is current with these amendments produces installations that will pass inspection and remain compliant.
The Work Electrical Contractors Do Locally
Domestic rewiring is significant in East Hampshire given the age of much of the housing stock. Installations from the 1960s and earlier frequently have rubber or fabric insulated cabling that degrades and becomes brittle, no earthing to lighting circuits, and rewireable fuse boards offering none of the protection of a modern consumer unit with residual current devices. New build and extension wiring, commercial installations, lighting design, fire alarm and emergency lighting systems, data and networking infrastructure, and security and access control all form part of the broader sector. In the rural district there is also meaningful demand for agricultural and equestrian electrical work, three-phase supplies for workshops and light industry, and external lighting designed to respect the dark sky policies applying within the South Downs National Park.
Electric Vehicle Charging
EV charge point installation has become one of the largest growth areas for electrical contractors, and East Hampshire is well suited to home charging because a high proportion of properties have off-street parking.
A proper installation involves more than mounting a unit on a wall. The electrician must assess the incoming supply capacity, carry out a load calculation to determine whether the existing supply can support a charger alongside existing demand, and where it cannot, either apply for a supply upgrade or install load management that dynamically limits charger output. They must install appropriate earthing arrangements with protection against the specific hazards associated with PME supplies, provide correct residual current protection capable of handling direct current fault currents, and notify the installation to the distribution network operator.
Installers should be qualified specifically for EV charging equipment installation, and where government grant funding applies, they must be approved under the relevant scheme. For commercial and workplace charging, additional considerations include payment systems, back-office management, load balancing across multiple points and future capacity planning.
Renewables and Storage
Solar photovoltaic installation combined with battery storage has grown rapidly, driven by electricity prices and by a district with many suitable roofs. Competent installers assess roof orientation, pitch and shading, model realistic annual generation, size the system to the household's consumption profile rather than simply filling the roof, and handle the notification or application to the distribution network operator.
Battery storage adds complexity around placement, ventilation, fire safety and integration with tariffs that reward off-peak charging. The combination of solar generation, battery storage, a heat pump and EV charging creates a household energy system that requires genuine design thinking rather than piecemeal addition, and the best contractors approach it that way.
Accreditation under the Microgeneration Certification Scheme matters for renewables, both as a quality assurance and as a requirement for grant eligibility and export tariff arrangements.
Choosing an Electrical Contractor
Verify scheme registration on the relevant online register, and check that the registration covers the type of work you need. Confirm public liability insurance and, for design work, professional indemnity cover.
Expect proper documentation. Any notifiable work should result in an electrical installation certificate and a building regulations compliance certificate. Minor works should produce a minor electrical installation works certificate. These documents are required when selling a property and are evidence that testing was actually carried out.
Ask about testing. A competent electrician tests continuity, insulation resistance, polarity, earth fault loop impedance and residual current device operation, and records the results. A contractor who does not produce test results has not verified that the installation is safe.
Be cautious of very low quotations. Electrical work priced significantly below the market usually reflects omitted testing, undersized cabling, or an unregistered operative. The savings are illusory and the liability is yours.
Practical Advice for Property Owners
If you are buying an older property in the district, commission an electrical installation condition report as part of your due diligence rather than relying on a general survey, which will typically recommend one rather than provide one.
Landlords should diarise their five-yearly inspection obligation and retain reports, as enforcement by local authorities is active and penalties are substantial.
If you are planning a heat pump, an EV charger and solar in the coming years, tell your electrician now. Designing the consumer unit and supply capacity once, with headroom for all three, is far cheaper than three separate reactive upgrades.
Never attempt notifiable work yourself. Beyond the safety risk, unnotified work creates legal and conveyancing problems and may invalidate buildings insurance.
Powering Modern Life Safely
Households in East Hampshire are asking far more of their electrical installations than they did a decade ago, with heating, transport and generation all migrating onto the electrical system. Contractors who combine current regulatory knowledge with genuine design capability are the ones equipped to deliver that transition safely.
